1. Customs Clearance & Declaration Operations:
清關報關操作：
·Prepare, review, and declare customs declaration forms, inspection forms, and other
documents for daily import and export goods.
負責日常進出口貨物的報關單、報檢單等文件的準備、審核及申報工作。
·Accurately perform commodity classification (HS code), origin determination, and
customs valuation to ensure the accuracy and compliance of declared data.
準確進行商品歸類（HS 編碼）、原產地認定及海關估價，確保申報數據的準確性和合
規性。
·Coordinate and monitor the declaration progress of customs brokers/freight forwarders,
and promptly address any issues arising during the clearance process.
協調和監督報關行/貨代的報關進度，及時處理清關過程中出現的任何問題。
2. Liaison & Coordination with Customs:
與海關溝通協調：
· Act as the company's primary liaison with Customs, maintaining effective and efficient
communication with government regulatory authorities such as Customs and
Commodity Inspection (CIQ).
作為公司的主要海關聯絡人，與海關、商檢等政府監管部門保持良好、高效的溝通。
· Handle customs inquiries, inspections, audits, and other matters; prepare required
documents and provide timely on-site coordination and follow-up.
負責應對海關的詢問、查驗、稽查等事宜，準備所需文件并及時進行現場協調與跟進。
· Interpret, communicate, and implement the latest policies, regulations, and notices
issued by Customs in a timely manner.
及時解讀、傳達并落實海關發布的最新政策、法規及通知。
3. Customs Compliance & Risk Management:
關務合規與風險管理：
· Continuously monitor and evaluate the compliance of the company's customs
operations, ensuring adherence to laws and regulations in China and trading partner
countries.
持續監控和評估公司關務操作的合規性，確保符合中國及貿易往來國家的法律法規。
· Identify and assess potential risks within customs processes and develop preventive
and corrective measures.
識別和評估關務流程中的潛在風險，并制定預防和應對措施。
· Maintain and manage various customs records and documents (e.g., declaration
forms, contracts, invoices, bills of lading), ensuring their completeness and traceability
to meet customs audit requirements.
維護和管理各類關務檔案和記錄（如報關單、合同、發票、提單等），確保其完整、可追
溯，以滿足海關審計要求。
4. Process Optimization & Cost Control:
流程優化與成本控制：
· Analyze and evaluate clearance timelines and costs, proposing optimization solutions
to improve efficiency and reduce clearance costs (e.g., tariffs, VAT).
分析和評估清關時效及費用，提出優化方案，以提高效率、降低通關成本（如關稅、增值
稅等）。
· Assist in applying for and maintaining various customs certifications (e.g., AEO
certification) and preferential policies (e.g., FTA preferential tariff rates).
協助申請和維護各類海關認證（如 AEO 認證）及優惠政策（如自由貿易協定 FTA 優惠
稅率）。
· Participate in logistics and supply chain optimization projects, providing professional
advice from a customs perspective.
參與物流和供應鏈相關項目的優化，從關務角度提供專業建議。
5. Internal Collaboration:
內部協作：
· Work closely with internal teams such as Procurement, Sales, Finance, and
Warehouse to provide customs consultation and support, ensuring smooth handoffs
during import/export processes.
與公司內部采購、銷售、財務、倉庫等團隊緊密合作，提供關務咨詢和支持，確保進出口
環節的順暢銜接。
· Provide customs knowledge and process training to internal colleagues.
為內部同事提供關務知識和流程培訓。
Qualifications
? Bachelor’s degree or higher in International Trade, Logistics Management, Customs 任職要求
Management, Law, or related fields.
- Essential 大學本科及以上學歷，國際貿易、物流管理、海關管理等相關專業優先。
Requirements
? Minimum of 5 years of experience in import/export customs management. Experience 必備條件：:
in the analytical instruments, high-tech equipment, or precision instruments industry is

Qualifications:

preferred. Priority given to those holding a Customs Declaration Qualification
Certificate (or demonstrating relevant competency since its cancellation).
至少 5 年以上進出口清關、有分析儀器、高科技設備或精密儀器行業背景，有報關員資
格證（或已取消資格證后的相關能力證明）者優先。
? Proficient knowledge of Chinese customs regulations, policies, and operational
procedures; familiar with professional knowledge such as commodity classification,
customs valuation, and rules of origin.
精通中國海關法規、政策及操作流程，熟悉商品歸類、海關估價、原產地規則等專業知
識，對《稅則》、/《協調制度》有深刻理解，能獨立處理復雜歸類、估價等專業技術問
題。
? Excellent communication, coordination, and interpersonal skills, with the ability to
communicate effectively with government departments like Customs, with a strong
understanding of the "Customs Tariff" and the "Harmonized System," and the ability to
independently handle complex classification, valuation, and other technical issues.

· Experience working for a large multinational corporation, renowned freight forwarder, or
customs broker.
有在大型跨國公司、知名貨代或報關行工作經驗者。
· Familiarity with specialized practices such as AEO certification or processing trade.
熟悉 AEO 認證、加工貿易等專項業務者。
· Good written and verbal English communication skills.
具備良好的英語讀寫能力。
