We are seeking an experienced HR Manager to lead people operations in Antigua & Barbuda.
This role is fully responsible for HR management after employee onboarding, ensuring structured, compliant, and effective people operations in a multilingual working environment.

This role is fully responsible for HR management after employee onboarding, ensuring structured, compliant, and effective people operations in a multilingual working environment.
Recruitment and pre-employment negotiations are handled separately.
Key Responsibilities
HR Policies & Practices
*Develop, localize, and implement HR policies, procedures, and internal regulations.
*Establish practical HR practices covering onboarding, probation, performance management, compensation administration, and employee relations.
*Ensure HR practices align with company direction and operational needs.
People Operations
*Take full ownership of employee management from Day 1 onward, including onboarding execution, personnel administration, and ongoing employee support.
*Act as the primary HR point of contact for employees and management.
*Conduct daily HR communication in both Chinese and English.
Compliance & Administration
*Ensure HR operations comply with applicable labor regulations and internal requirements.
*Manage employment contracts, employee records, and HR documentation.
*Coordinate with finance and management on payroll-related data and HR reporting.
Management Communication
*Represent HR in discussions with the CEO and management on operational HR matters.
*Provide professional input on people-related risks, improvements, and organizational efficiency.
Scope & Authority
*Authorized to independently manage HR matters within approved policies and established practices.
*Any exception, special arrangement, or commitment with financial or legal impact requires CEO approval.
*Recruitment activities, salary negotiation, and hiring decisions prior to onboarding are not within the scope of this role.
Qualifications
8+ years of hands-on HR management experience.
Proven experience in building HR policies and operational practices from the ground up.
Strong spoken and listening English skills; able to communicate confidently with non-Chinese-speaking employees.
Practical, execution-focused, and comfortable working independently.
Willing to relocate and work on-site in Antigua & Barbuda.
